Valve Sizing

How a manual valve that will be used to manually dose a specific volume to a reactor can be sized? So that a small increment in percentage does not give a tremendous change in flow.

you need a valve with a linear characteristic

Be careful not to oversize the valve, and use a valve that is designed for regulation duties.  Use a globe valve (or needle valve if the duty is small) and avoid ball and gate valves.
