Can anyone suggest me steps for Sizing of a Breather valve on Conical roof tank of 12m dia X 10m ht, which gets input from pigging of 16 inch n 6 km line ......

and you will find the tools necessary to analyze and identify the relief capacity and type of relief needed by your tank. The type of valve you are describing is called a Conservation Vent.
