I'm working on a project where we are trying to come up with ways to prevent our relief valves from plugging, on both the process side and water sides. Any suggestions?

Typically on the water side, it is a matter of good water treatment.
On the process side, the use of rupture discs to isolate the PSV is quite common. Take a look at Phil's sections on this board for the combined capacity.
