Compressor Anti Surge Valve Sizing

This should really be the job of the compressor supplier.
That being said, I suggest you get a book from Ronald Lapina "Estimating Centrifugal Compressor Performance." Basically, you need to supply a flow from the discharge back to the suction at a flow per the compressor surge curves. The curves basically have all the anwers. Since we do not have the curves, we can only speak in general terms.
There are some very sophisticated surge controllers out there commercially available. For large scale compressor sets, they are really the only way to go. The compressor supplier should be able to provide or be ready to recommend someone.
Most large systems, e.g., 10,000 hp+, invest in this type of system so that they can squeeze every bit of capacity out of the machine and do it at the minimum horsepower practical.
