Can a Process/Chemical Engineer improve a performance of a coal fired power plant using Process Simulation software? If yes, which software is more suitable or widely used?

It depends on what part of power plant you intend to optimise. For Amines processes to remove CO2, you may use HYSYS, Pro/II or ChemCAD. To simulate Water/Steam cycles, you may use Simulators like Thermoflow or EBSILON. Hope it helps you further.

Depend on project size but due low oil prices project cost has come down significantly.
