Hi every one:
Can any one please tell me that when do we use 2-shall 1- pass, 1 Shall and 2 pass, and 2 shall and 2 pass? Does it depends on temperature or flow rate?
Thank you very much for your help in advance.

It depends on many things: besides the temperature and flowrate, important parameters are the purpose of particular heat exchanger, fluid momentum/vibrations, available pressure drop, temperature approach or temperature cross, maintenance and reliability issues, available footprint space, etc. However, without knowing any single input data, we can provide very limited assistance. If you go through the heat transfer textbooks, you'll find the answers by yourself.
