I have to calculate the nitrogen tank blanketing flow rate for a refinery intermediate component (light naphtha) storage tank in tank farm area. As per API 2000 6th edition, Annex F, there are 3 different levels which give 3 different equations to arrive at inert gas flow rate.
Could anyone please explain it in simpler terms and which equation will apply to my case? Also, what does reserve volume mean and signify?

I haven't had the chance to actually use API2000 6th ed in any of my projects (since it's relatively new) but from what I understand:
1. The level (level 1,2 and 3) determines the need of a flame arrester (or its type, if needed). Since all of the tanks that I've handled never had the need for one (non-flammable vapor), I can't comment much about it.
To add, it seems the level of protection will dictate the zone classification of the tank as per IEC 60079-10.
2. With respect to the "reserve volume" (Vl in API2000), I'd like to speculate that it may be the minimum guaranteed volume the IG system should hold. As I quote: "To determine the amount of reserve inert gas, the volume of the applicable parts in the piping system (i.e. up to the air separation unit) should be considered."
I'm also digesting the contents of the new revision as well since it's very likely that I'm going to use this for my upcoming projects.
