I am about to prepare a technical proposal for a Natural gas compressor station detailed design project, which is going to be attached to tender documents. I don't have much experience in this area and we do not have a remarkable heritage in our company to refer to. I was wondering what aspects should I describe or present more in my proposal? here is what I have in mind as the table of contents, please tell me what I`m doing wrong! (consider that it might be far far away from what it should be, but please help me)
and one more thing a little advise on how to write each section would highly be appreciated!

1- Reviewing the plant considering upstream and down stream plants, clarifying the goal and prospective.
2- Technical approach and methodology
3- Project management
4- Technical proficiency of company and relative experiences (if any!)
5- Available resources (standards, design practices, software,..)
6- Key staff Resume

Eprocess,

The index of your proposal dcoument could look like this:

1. Definitions and Abbreviations
2. Project Background
3. Detail Design Philosophy
a. Basis of Design for FEED or BEP
b. Specifications, Material Requisitions, MTO's as part of Detail Design Documentation
c. List of Standards Utilized for Detail Design (Local / Company / International)
d. HAZOP and Constructability Review
e. As-Builting
4. Project Management
a. Schedule or timeline for Detail Design
b. Key Milestones
c. Bar-Chart
5. Capabilities of DD Contractor
a. Introduction
b. Key Personnel (Managing Director / Director / Promoter)
c. Internal Technical Standards / Quality Management Systems / Audit Systems
d. In-house Software Capabilities
e. Proposed project personnel and their resumes

The above is suggested and you could further modify to suit your exact needs.

Dear ankur2061,

Thanks a lot, It was very helpful,
but for the 3rd chapter (Detail Design Philosophy), I don`t know what to do about sections "b", "d" and "e". because I do not have the BEP or FEED yet. would you please clarify what should I present in these sections?

Eprocess,

For any detail engineering you need a FEED (Front End Engineering Design) or BEP (Basic Engineering Package). You simply can't do DD without these. Functional Specifications, preliminary MR's and MTO's are generally a part of FEED or BEP. If not, then your job is more than DD and can be called extended FEED or BEP. HAZOP is also done in the FEED stage, but this can be pushed after DD of the project. You should be mentioning that HAZOP will be done during DD stage and what methodology and areas shall be covered during HAZOP.

Constructability review can also be part of FEED but again can also be done after DD.

As-builting is is done after the project is constructed at site. It is basically a post-DD activity. You need to mention that as-builting will be done based on any changes during construction. Examples could be non-availability of any specific type of valves, changed piping material at site, changed pipe routing.

Thank you for your useful information. actually I have been involved in some BD and FEED design projects but the thing here is that the client just provided the scope of work and nothing else, which does not include all the information I need to write the proposal, and they keep telling us if you have any questions just ask. I am trying get the basis of design at least.
