By coincidence I am evaluating RV protection of two Ammonia protection facilities, which use as their major feedstock natural gas. In both cases the gas is transported via pipeline to the facility. The typical setup I have seen is a monitor/ working control valve arrangement, wherin the monitoring valve will trigger close on high pressure.
Does anyone know what standards might apply to the design of these upstream control valve systems. Are their any codes that might apply to RV design?

Is the monitoring valve an on/off normally open ball valve?
If so,seems it is an emergency shut-down valve (ESDV) would be closed by shut-down signal due to high high pressure alarm.It protects down stream facilities from high pressure.

Bill, pressure protection for interstate pipelines is covered bu US Dept of Transportation (DOT) regulations. Go to the internet and look up DOT Title 49 Part 192.
Monitor regulators are the preferred method for protecting pipelines. They're highly reliable because of the testing they get every 6 months, per DOT reg. You can think of these monitor regulators as being equivalent to a PSV.
