can anyone explain the reason of using the eccentric reducers...

Limited informative question would accompany with limited informative response.......

Anyway,eccentric reducers may be used on pipe rack/sleeper to keep the pipe bottom elevation constant in case of pipe size change.

Also in pump suction (before suction nozzle) would be applied (in the form of flat side on top) to prevent air trap in suction line during pumping.

Any change in diameter will result in a change in velocity.
You may therefore want to consider eccentric reducers if you want to prevent solids drop out accumulations but mainly to avoid accumulating air any where in the line, as suggested above.
