According to API 527 there are some allowable leakages for psv seat tightness test at 90%set pressure.but it is not mentioned for pressure less than 90% set pressure.shall it be zero leakage for pressure<90%set pressure or not?

No, there's always going to be some amount of leakage, it's just not quantified at pressures < 90% of set pressure. Obviously, at lower pressures the leakage rate will be less.
If your tolerance for leakage is low, then consider using a soft-seat valve or a rupture disk under the PSV.
