The prices of steam and power can only be reasonably compared across countries/regions if both are purchased from an outside agency under similar contract arrangements. Otherwise, the whole process of comparing steam /power prices has inherent difficultiy that the price will vary depending on the process conditions and efficiencies of equipments involved, and it is very difficult to justify a fixed price.
The price of steam within a plant, if generated, should ideally vary depeinding on the steam generation and processing conditions even though most of the organisations use a fixed value for different levels of steam within the plant. These generalisations can show a very different picture than the reality. I would use much caution in using steam prices for economic evaluations unless as I mentioned earlier, there is a contract to purchase steam/power from outside agency.
