I work in water treatment plant ,I have problems which it is rise aluminium ratio !!

A problem is rise ratio of aluminium in the treatment water , My process is enter the raw water to large tank and added the alum and after that it's go to sedimentation and then to filtrated and then add chlorine and then pumped to the town ,
