2-Stage Desalting

We currently have an existing dingle stage desalting operation. The existing desalter is small and does not allow enough residence time. Our task is to put in a seecond desalter in series with the existing one. We have not issue in configuring the oil flow in/out of the two stages. We are, however, having an issue on the water flow. We know that the fresh/recycle water is put in front of the mix valve to the second stage. The water from the second stage is pumped over to the first stage. The water from the first stage is partially sent to recycle and the balance as effluent water leaving the desalter system. We understand the level control on the first stage where we have a certain volume going to recycle and the level control dictates any additional balance to effluent But, how is the level controlled on the second stage desalter. Since this water is attached to a pump, we don't want to starve the pump is the water level gets too low. In the event of a rag layer or if the oil level gets too low, we don't want to be sending that over to the fist stage. Probably a basic question the we are overlooking, but if someone has a diagram of how that level control (if any is needed) works, please respond.
