Steam Out Condition In Pressure Vessel

i studied what one of members wrote about the importance of steam out condition for cleaning vessels and tanks. but unfortunately i cannot understand how does it happen?
i mean we use for example a LP steam for entering a vessel which its operating pressure is 1.2 barg with internal temperature 40 deg. celcius. how can LP steam clean a vessel?

1) The universal sterilization temperature is a minimum of 121C.

2) Steam at 1.2barg reaches this temperature.

3) If you steam a line and hold it at 121C then it will be sterile.
