Reboiler Coking Problem

during operation time of condensate reboiler at the bottom of reboiler sludge will occumulate and becomes coke. sometimes minimum flow of MEG was passing throught reboiler wich tend to harden when react with condy. what can be ther reason of this problem? and any idea how to solve this sludge without removing tubes from reboiler?what kind of chemicals can be used in this situation to solve all sludge during shutdown of the unit.
