How Can We Design The Most Economical Feed Water Heater?

Hello. This is newbie who needs your help. Since I design overall balance of power generation plant, I think the obvious way for cost reduction is nice balancing of BOP(deaerator, heat exchanger, etc..).

 

Some guys told me considering TTD(saturation steam temp-feed water outlet) & DCA(drain outlet-feed water inlet). This method is well-using but LMTD correction factor decrease to less than 0.75 sometimes. For solving this problem, shell-side number should be increased. Than it cause manufacturing cost increase high.

 

This dillema between number and size of heat exchanger is always big deal in my job. What am i supposed to do for settling this problem?
