Spill Containment For Mounded Lpg Bullets/vessels

I am working on a project where we will have large mounded LPG bullets which are pressurized. I need to know whether it is necessary to provide a remote impoundment area for spill containment from these bullets.

 

Being mounded, it is not expected to have spillage from the vessel itself. If the PSV's on the vessels relieve, there will a large amount of liquid which will relieve and that will be the source of the expected spill.

 

So is it necessary to transport this spillage to an impoundment area or is it sufficient to drain the spill away to an area in the mounded space?

 

I have researched API2510 but it only mentions spill containment for above ground vessels.
