Can I put a control valve on the suction side of a Centrifugal pump? I read somewhere I can't do that but I am not really sure why.

yes can, but it will be very slow, dangerous, and frequently high rpm use up oil faster. So better drive the car as per design.
Can put the control valve at suction. You will have problem with npsh. The suction pressure will be low. If the control valve close, no fluid inside the pump n this will introduce air inside pump.thats why we put the control valve at pump discharge as per common design.

Control valve on pump's suction side for what? If you are going to control the pump flow by a flow control valve; using it at the pump suction side will lead to suction throttling might followed by subsequent cavitation...then never use the suction throttling for flow control...

You will sacrifice a lot of NPSH if you do that. For example, if the control valve pressure drop is 10psi, it corresponds to 23.1ft of water. In order to attain your desired NPSH then you need to raise the source vessel (which contains water) by 23.1ft.
