Mr. Rahimzadeh,
Supposing the pump is centrifugal and you mean "dry running" by "no flow in suction", then if the pump is run dry for less than around 60 seconds (e.g. in fully emptying a tank) it shouldn't suffer damage. But even this situation may not be guaranteed by the relevant vendor...

From my past experience, basically that figure is from manufacturer. Some manufacturer says running dry is intolerable condition. Some manufacturer say yes, it can for just few seconds.
