Is any difference between PCV and FCV except that the PCV controls pressure and FCV controls Flow?If I want to Replace the PCV with the same size FCV then what impact on Control system?

You have to think systematic about a control loop in which there are controller, transmitter, sensor and a valve as final element. Obviously in such integrated system, a pressure or flow control valve is just a variable orifice behaves per controller command and doesn't inherently distinguish between mentioned process parameters (flow, pressure,...). The valve has been sized and specified  based on the range of relevant parameter variation and the point in which that parameter is to be controlled and maintained. Then changing a valve in a control loop, even with the same size, nothing to do other than negative impact on desired controlability and rageabilty...
