Thank you for that link, but what makes a company ask a manufacturer put a TEMA stamp on a HEX? Is there is code or a jurisdictional requirement?

Yes, it is a jurisdictional requirement in some countries in the world. Whether you have to follow this code, depends on your project location.
If I remember well, TEMA Stamp is required for all pressure vessels (hence the exchangers) covered by this standard and designed for pressure of 15 psig (~1 barg) or above. An equivalent in Europe is PED, Pressure Equipment Directive.
With regards to B/C/R classification this arises from service conditions and exchanger integrity requirements. Some more information is available at http://local.alfalav...ers - 07.10.pdf

As far as i know, TEMA B, TEMA C and TEMA R are three categories of shell and tube heat exchanger design, but all TEMA classes are comply with ASME Section VIII, Division 1; then to stamping them ASME requirements should be followed...

A TEMA stamp reflects that the exchanger conforms to a particular set of mechanical standards and that any exceptions to those standards are documented. Other exchanger standards such as ISO 16812 might be used instead of TEMA. In the USA, TEMA standards are familiar with purchasers and fabricators. TEMA requirements allow a common understanding so that pricing can be established and mechanical expectations can be verified. The TEMA classes are an attempt to group requirements into acceptable design standards that fit the application.

So to summarize, in the U.S., a TEMA stamp is required if the jurisdiction requires it, but the jurisdiction does not specify if it needs to be B, C, or R stamped?
