Determine Chemical Formula/composition Of A Substance

I live in Brisbane, Australia and I do not work in the chemical industry.
As I do not personally know any chemical engineers, I have found this forum on Google. I am hoping someone will be able to point me in the right direction on the following:
1. How would I, as a layman, go about obtaining the exact chemical make-up or composition (chemical formula) of a powder substance?
2. Are there businesses that, in exchange for a fee, give you an analysis of a sample?
3. What is the standard industry software or means by which this technical information is then communicated/received by a chemical engineer?

I would expect that you should be able to contact a good analytical laboratory in your area (I put "brisbane australia analytical laboratory" into Yahoo and it came back with several possible contacts) and discuss your situation and needs with them, and they should be able to help you (or put you in contact with someone who can) with identifying an unknown sample.
I don't know about "standard industry software" for sending/receiving this kind of data. I have used simple text based formats (printed paper, pdf or text) both to send and receive lab reports. Sometimes a spreadsheet can be a useful format for some data.
