Try to find answers in para 4.5 "Column Bottom Arangments" of Kister "Distillation Operation".

A baffle is often used in this way to ensure that the flow to the reboiler is as steady as possible. The liquid coming down the column is fed to the reboiler side of the baffle and the excess overflows to the other side which is used for level control and the bottom outlet. This means that any slight variation in the sump level does not affect the head on the reboiler - which could result in varying flow (and therefore varying heat transfer) through the reboiler.
Check which side of the baffle the downcoming liquid enters, and which side of the baffle has the outlet to the reboiler to see if this logic applies to your installation.
