If your PSA feed hydrogen gets contaminated ( Generally with Higher amounts of Carbon monoxide etc ), reducing the PSA adsorption cycle timing is a good option to avoid the breakthrough of the contaminant as the bed gets saturated faster.
In case of normal PSA operation where you want to just ask a "What if" scenario, with the usual hydrogen feed
- Reducing the adsorption time will lead to a better product quality (unless its already at 99+ purity)

Capacity factor decides the capacity of the PSA
i.e.The maximum amount of feed gas flow which can be processed by the PSA to get the Hydrogen with design purity(also without adsorbent overloading)
For example,
Let's assume the following parameters for PSA
Design flow - 1000 Nm3/hr
design capacity factor - 1.0
If we change the capacity factor from 1.0 to 0.5
Maximum flow which can be processed by the PSA will be reduced to 500 Nm3/hr
