If you can share the process flow, that would be helpful. There are many reasons why people adjust pH before entering a process unit. It normally has to do with the purpose of the process unit. I'm guessing its because of the pre treatment process and it requires a lower pH to work.

The other possibility is scaling control. But the pH to control depends on what is the configuration of the RO system as in the number of passes and stages, as well as the post treatment process that is used, which depends on the final intention of the treated water. One must note that RO systems inherently reduce pH, so dropping the pH in the feed too low affects the downstream process.
