Desalter Mass Balance

i have went through on below link and read all valuable replies there in addition to Oilfieled processing Vol. 2

However i still didn’t get why the salt content after dilution and mixing is the same as the content leaving the oil stream (Kb = Kc) while we still do have the salt in the reject brine?
overall MB, B = C + V
Salt MB, B Kb = C Kc + V Kv
I know that we are diluting with fresh water increasing water droplets population within the stream thus with electrostatic grids aid to decrease the BS&W and salt content in the oil stream to the desired spec. and Z (lb salt/1000 bbl) = B (bbl brine / bbl crude) * Kb (lb salt/bbl brine)
I’m still confused with Kb = Kc.. I appreciate explaining this equality.

Consider the resource attached with examples, extract from Oilfield processing -volume 2 crude oil by Francis S Manning and Richard E Thompson .

As pointed out by iOM, I could not make out why Kb = Kc and this is very much important to understand because all material balance equation for salt is based on this.
So It will be extremely helpful, if this equality is explained.
