Whether increasing the pipe diameter after the 2" outlet would help or not depends on the length and routing of the pipe, but the chances are that it will not help much.  Can you post a dimensioned sketch?

 

Installing controls and a pump could probably be made to work, but if the pipe is currently not giving sufficient flow you may have cavitation problems with the pump. This solution would also be expensive - is it not possible to simply install a 3" overflow?  But I understand that if these are pressure vessels that would also be expensive and involve lots of paperwork.
