My question is 408 stream should have some compressor for it to mix with 412 stream

Am I wrong?

From the information supplied in the diagram, no compressor is necessary to mix streams 412 and 408. The mix of 412 and 408 (stream 409) will have its pressure at the lower of the two streams.

You never need to use a compressor if there is some quirk in your simulation. You can use a valve with a negative pressure loss.
