Backpressure Control Valve Low Flow

I have a backpressure control valve to maintain 100.psig on a separator
The normal flow is 10 mmscfd , max 12 mmscfd and min 2 mmscfd
However there is a case where I see 0.5 mmscfd flow
Should the Control Valve be sized for the range of 0.5 to 12 mmscfd ??

Then the minimum flow is 0.5 mmscfd and yes, the control valve should be sized for 0.5 to 12 mmscfd...
