For a mixed feed cracker in ethylene plant, wherein liquid gas oil is cracked, due to high volume of higher hcs in this feed, do you think we will need wash oil for fouling control in CGC of this plant ?

Using of Wash Oil solely depends on the cracked gas composition (irrespective of the feed you're cracking). Wash oil will reduce the polymer settled on the compressor internals surface and will form a coating layer there on. So depending on the polymer incursions (butadiene, isoprene, styrene etc.) it has to be decided whether or not to use Wash oil or not.
