Look in the standards and local fire codes for the tank.

 

For example, API 650 and U.S. fire codes require either a frangible roof or emergency venting, but not both.  However, one may exceed the requirements and provide both.  Nothing wrong with that!  Especially, if it meets ones relieving strategy.

Yes, you can...but it's not needed...
