So the actuated valve is to be open all the time unless there is high high pressure detected? Then the location of the actuated valve will not affect normal operation and I don't think it really matters as long as you can block in the check valve for maintenance. I would probably choose to put the actuated valve closest to the source of the high high pressure unless there is reason for the other location.

Note: The actuated valve should be close to the source.

With the PT, ABV and high pressure shutdown, do you still need the CK valve? I realize CK valve is cheap backflow protection, and it may be easier now to leave it than remove it. Maybe you need both for PHA or something.
Also, is the source of high pressure scenarios upstream of the PT, downstream of the PT, or both? Just be careful when the ABV closes, it does not blind the PT of the pressure source(s).

It seems that you are designing one back flow protection with actuated valve (interlock with HH differential pressure) as well as check valve.
Actually, the loop (HH dp + logic + actuated valve) provide the credit for protection. And the check valve is not an independent protection layer. So there is no different for its location. It also can not change the pressure break point, so all the pipeline should be the same class.
But if you consider maintenance the check valve, you should select one point which isolation is easy to be done.
This is not something confidential, it is just common engineering practice.

Generally, I'd prefer to put the boundaries of any unit operation isolated by manual valves. thus any actuated devices to be inside this boundary. this is just a common practice in my career.
