I haven't spent a lot of time debugging, but I note that the solution found by Solver results in a value 13805 for the objective function in K11. If I copy the alleged solution into the decision variable matrix, K11 is 25863. As currently programmed, it appears that the alleged solution from the problem statement is not the minimum solution.

 

I haven't been through it all in great detail, but maybe that will suggest some places to look.

 

Edit: I looked a little closer and I see the problem. As currently programmed, you are saying that the cost for P1 to supply C2 is 0 (D3 is blank), which is very different from the problem statement that says that P1 cannot supply C2. Same for the other "-"/blanks in D3:E5. You need to change something so that Solver will not try to have P1 supply C2.

Yes you are Right Breizh this is almost the same problem I couldn't understand until MrShorty explained to me.
