Operational Integrity Test Standard

As we all know during commissioning stage operational integrity test should be conducted in order to check whether there are some leaking points.
My question is what's the standard to determine that the leakage rate is acceptable for the specific process system, such as the column system or the pipelines?

The standard for acceptable leakage rate is 'no leakage to the environment' if the fluid is hazardous.

But my question is what is the criteria to tell us the leakage rate is acceptable? For example, the pressure drops 0.2%in 30 min?
