Typically, the process engineer owns the P&ID during project development. The instrumentation engineer has a critical role within that scope. The electrical engineer has responsibility related to the powered equipment and the reliable availability of the power supply and typically does not have input into the P&ID except by offering advice or concerns related to infrastructure or cost.
The pump and compressor overall requirements are determined by the process engineer. Sometimes the process engineer may consider the pump curves critical and get into more equipment details. Process engineers are also more involved in multi-stage compressors since there is an iteration to pin down the interstage pressures expected. Mechanical engineers are responsible for rotating equipment detailing, seal system, driver specification, monitoring system and the many other details found on the equipment data sheets. The need for VFD can be initiated by process engineer for process reasons or by electrical engineer for electrical reasons. The project is a team effort with communication and consensus reached at the intersections of responsibility. Anyone on the team can offer suggestions and help to others. If one team member is especially experienced or knowledgeable in a particular area, then their input better helps direct the rest of the team toward the goal. Questions from team members can find mistakes or unconsidered risks and improve the likelihood of success. Every team is different and the above is what I have seen as typical.
