Reflux drums are sized based on how much liquid they need to hold. If something goes wrong in the field, the operator needs time to respond. How much flow goes through the drum in five minutes? That is a normal design basis for liquid holdup. Is the reflux drum supplying another distillation tower? Then size the drum for ten minutes of holdup unless you have other criteria. Assume the normal drum level is half full of liquid. So twice the liquid holdup volume will give the overall vessel volume. Reflux drums are usually horizontal. Choose the dimensions based on economics. A long, skinny vessel has a lot of metal to enclose the volume. A large diameter vessel has large heads at each end which make the vessel costlier. Reflux drums are most economical between the two extremes. A length to diameter ratio between 3 and 5 is common.

As it's a part of whole distillation column system, you should get it from the E&M Balance of that whole system.

Are you a ChE? If so, I recommend you review your textbook that taught M&EB's. If not, see Elementary Principles of Chemical Processes by Felder and Rousseau.
