How to calculate condensate storage tanks in-breathing and out-breathing?

For what purpose?

We are considering about design of Vapor Recovery System from condensate storage tanks. Total volume of the storage is 2300 m3. The average flow rate from condensate evaporation (degassing) is near 20-25 Nm3/hr but in accordance with the API 2000 thermal in-breathing and out-breathing is near 400 Nm3/hr (as for such volume of storage). How to handle with this nuance?

How to handle with this nuance?

 

Calculate and compare material losses related to degassing and thermal change and compare. For example:

- if the total losses over the year is 10:1 then recover only degassing vapors and the rest vent to atmosphere. 

- if the total losses over the year is 1:10 then recover total vapors outbreating

You are an engineer, correct? Do what engineers do - calculations. Provide calcuations, compare and choose an optimum option, report and archive results.
