In hazop study I saw propane and ethane refrigerations cycle that equips with centerifugal compressor doesn't have Psv in discharge line, instead it equips psvs in suction drums and buffer drum ( after condenser).
But in ethylene and propylene refrigeration cycle, in a addition Psvs above, there is a psv in discharge line.
I should mention that anti surge valves for all of them are fail to open

May be to protect equipment downstream PSV! Let you check the design pressure of those equipment.
