If a vacuum tank(operating pressure = -0.8K) is designed as Full Vacuum ,IS
a vacuum relief valve still needed (to feed N2 into the tank)?

NO. Vacuum relief is not needed if the vessel is designed for full vacuum.

We recently had a request from our QA group to do vacuum testing similar to our pressure testing. Since we basically test piping for 1.5 times operating pressure for our Installation Qualification (e.g., test at 150 psig for 100 psig service), they did not understand our chagrin when they asked us to vacuum test to 1.5 times the -14 psig operating pressure or -21 psig.
When I told them we couldn't, I was told I was being uncooperative.
Another reason why I suspect I am not dealing with engineers.

I suspect you are correct, they aren't engineers and probably can't spell the word either.

Reminds me of the story of a young Environmental Compliance Officer reviewing wastewater analyses. He came back to the engineer with a complaint. "All the values are close to zero except pH. 7 is too high. You need to reduce pH to zero, too."
