We are planning to change the service of Fuel Oil Tank to Gas Oil tank. What are the various steps right from process design, enginnering design up to statutory regulations I have to carry out?

Should a hazop to be done or any Risk assesment?

Any standards or guidelines/refrences available to go to for changing this service?

This is a classical case of a process change. Although it might seem to be a benign and common situation that doesn’t appear to require nothing more than a tacit look-see at the tank nozzles and piping orientation, it may be a major potential hazard.

This is a typical application of “Management of Change” (MOC) and requires a detailed and rigorous compiling of data, information and documentation that must be reviewed and approved by top plant management. This requirement falls directly under the USA’s OSHA concept and rules surrounding Process Safety Management (PSM) and is explained at:

A Hazop and/or risk assessment may be required; it all depends on the results of the required evaluation as spelled out by OSHA or by your local management. Where I have worked, ANY process change required a Hazop – albeit, a quick “what-if” Hazop.
