How do we start to design a whole plant...i know we have to do material balances on hte process but where do i get information on hte selectivity and conversion fraction..............Another issue was where can i get information on the raw material price that is use for production of acryllic acid, propylene and acetic acid....

It may be handy to know a little bit more backgrounds, but I assume you are a Chemical Engineering student that has an assignment to make a basic design of an acryllic acid plant.
About your first question, for selectivity and conversion fraction you will have to do a literature search, for example starting with the Chemical Abstracts. Patent literature can be very useful too!
Raw material prices can be found in magazines such as Chemical Market Reporter. For such common materials as propylene and acetic acid you may even find some prices on the Internet (Did you try a Google search yet?).
In "real life", a process is bought from a licensor company, who tells what the selectivity and conversion fraction will be. The licensor usually has computer models that have been based on experimental data, e.g. from pilot plants.
Did you ask fellow students that did this assignment already how they started? They may have some useful tips...
