i am trying to prepare comissioning procedure for compressed air systems. for capacity test
Vendor previously agreed to demonstrate it by using standard nozzle, but later he says to carry it based on receiver fill time,please can anybody suggest what are the standards governing this, also it would be nice if the relevant links are provided.

To which code is the compressor designed to? That should tell you the testing procedure. Normal we follow ASME PTC to test the compressors. API 618, or 619 or 672 invoke ASME PTC relevant procedure for testing.
