observed frequent choking well fluid heater. is there any sort of technology where the scale will be retrived prior to go through exchanger. another problem for emulsified liquid separation needs demulsified (soap detergent). For better separation needs high temp. and demulsifier. i have no additional heat load. is there any low temp demulsifier present where i can separate effectively more liquid

Don't quite understand the meaning of "choking well fluid heater". Do you mean heater is seriously fouled resulted partial or complete blockage of fluid heater ?

What kind of heater (Shell and tube) ?
Any treatment upstream of heater (strainer ? filter ? sand removal ? Salt removal ? scale inhibitor injection ?...)
Have you analyse type of scale ?
If S&T, how is the blockage condition ? all tube blocked (complete or partial) ?
What is the tube size ? Is the selected tube size too small ? Have you checked with thermal design what is the expected fouling level ?
What is the operating temperature ? is the temperature is good to scale to form ?
