The term "breather" implies that the valve breathes out when there is overpressure and breathes in when there is vacuum. In API 2000 terms you are dealing with a inbreathing/outbreathing scenario for normal venting for which the calculations are clearly given in API 2000. You need to refer API 2000 for normal venting rates.

You also need to clarify that this is the case considered for the breather valve and not "Emergency Venting Due to External Fire", which could also be a case if a design basis document has documented the fire case scenario as a viable scenario for your tank. The calculations are different for "emergency venting due to fire" and also described in API 2000.

The breather valve is also sometimes known as a PVSV (Pressure Vacuum Safety Valve) or PVRV (Pressure Vacuum Relief Valve).

Art Montemayor has provided several references on breather/PVSVs in the forum including a detailed spreadsheet. You just need to do a forum "search" for the various references.
