Relief rate calculations and determining orifice size (designation) for liquid/gas/two-phase flow is explicitly described in API 520 Part 1 and API 526. If you are an aspiring and ambitious engineer, who is really keen on honing his skills in design calculations, then I would suggest you develop your own calculation excel worksheet. This will go a long way in sharpening your design calculation skills as well as give you a lot of personal satisfaction and confidence rather than trying to use a free software donated by somebody else. You will also learn to understand the intricacies, unit converions required and the various inputs required for the equations used in calculations.
Here I would like to share my personal experience. I also had access to software provided by others for doing such calculations. But my understanding on what was behind the calculations was very limited and I was prone to commiting mistakes. Only, when I developed my own calculation spreadsheets after due study, I could understand the intricacies of the calculations and apply it to a variety of cases and also get error-free calculations.

I agree 100% with ankur. While there are some "freeware" options available, either from valve vendors or from others in forums such as this one, I am much more comfortable with my homegrown Excel spreadsheets. I understand the formulae in them and I can customize them as necessary for any unusual circumstances that may arise.

I am in agreement with Ankur and Skearse. Knowledge gain in hard way will last long...
Generate your spreadsheet will enhance your understanding of particular subject and ease for future adjustment. But as beginner to new stuff, one will uncertain his/her product/spreadsheet is valid. For pressure relief valve, refer to API Std 521 Part 1. There are examples and can be used to validate your spreadsheet.
Beside you may consider to download some reliable pressure relief valve software for cross checking as well. See listing in "FREE & reliable Pressure Relief Valve Sizing Software"
