How can we operate a Distillation Column (either on partial load or Full load) if it's Overhead condenser fails???

You can't. No one can't, at least in this Universe.

Fractionation depends and it is driven by heat input (reboiler) and heat removal (condenser). If any of these systems fail, the tower will act as a simple flash drum. In some instances, if the feed enthalpy content is sufficiently high that it requires heat removal even without having reboiler in operation, operating the column is a great hazard.

Dear,
Please could you be more specific because your doubt is not clear. What you want to know what weather the distillation column can be operated at normal capacity and at turn-down (for whihc the system is designed would be say 50 or 60 %). The answer is yes you can operate the column at reduced throughput to the extent the column and assoiciated system is designed for.
The answer to your another doubt i.e. if the condenser fails could a column be kept running the answer is same as Dear Zauberberg. If the system is with control system and not manual. The reboiler heating medium will bu cut automatically once your column gets pressurized (no condenstaion in the event of the condesner failure) and the system needs manual shut down (in this case it will be an emergency shut-down). Hope this clarifies your doubt.
