how to do cooling tower design. Is there any standard for that.

Try this from Marley Cooling Towers, the pioneers of cooling tower technology:

This is a complete guide on the history, design & operation of Cooling Towers.

As far as I know there is no API standard specifically for Cooling Towers.

This is not a standard but it is the best way to get an experienced design:

Contact cooling tower manufacturers like Marley, give then your duty specifications for the cooling tower and ask them to bid competitively to either design the tower or design and erect the tower. That way you are not trying to rediscover the wheel.

Why not contact EvapTech? you would get a better response. Keep one thing in mind, all cooling towers are the same, they just have a different name, its the people behind the product that makes all the difference.
