Could any one tell me how to convert the dollar per tonne price of carbon and stainless steel pipe to dollar per meter length of the same pipes?.

A tonne is a metric unit.

you'll need to know your tonnage per length, which is specific to the size of your pipeline.

Somehow I misread the question. You should be able to do the conversion by knowing the diameter and wall thickness, along with the material density. If it is standard wall pipe, there are tables that give the weignt per unit length which you should be able to find via Google.
