Can any please clarify the doubt on the classification of products on basis of flash point i.e. 

why Class A product is the having flash point of 23 degree celsius or less and why not 25 or 30 degrees.
I mean on what basis the number 23 came?!

similarly Class B : 23 to 65 degree celsius

and Class C : 65 to 93 degree celsius.

Flash point of materials (fuels) is classified on the storage and application conditions and/or average ambient temperatures of the regions of the materials
